1)     Introduction to RDA (Rawalpindi Development Authority):
RDA (Rawalpindi Development Authority) was established in May of 1989. It was established as an autonomous body replacing the Rawalpindi Improvement Trust (RIT), under Punjab Development of Cities Act, 1976.
RDA territory involves the Rawal town and 64 Revenue estates of Potohar town. In the total area is 311 square km.
RDA controls all of the housing societies and issues the NOC to all of them when the applicant fulfills all of the requirements mentioned in Punjab Housing Schemes and Land sub-division RULE 2010.
So, RDA is the one who assures that which Real Estate Societies in Rawalpindi are trust-worthy to invest in OR which societies shouldn’t be in your investing list.

·       Open Space Park (7% minimum from total land).
·       Graveyard (2%)
·       Commercial Area (fixed 5%).
·       Public buildings from (5 to 10%).
·       Maximum size of residential plots (1000 sq yards).
·       Approach road should be developed.
·       Internal road with a minimum of forty feet right away.
·       A ten Marla plot for solid waste management up to 1000 plots.
·       20% plots of 5 Marla’s should be reserved for the lower-income group.
·       Location of water reservoirs, pumping stations, and disposal areas should be given to WASA.
·       Site of Grid Station (if any).
·       Green strip under high tension electricity lines.
Above mentioned requirements are only for Private Housing Schemes which were defined in the Private housing scheme and Land sub-division Rule 2010 by Punjab Government and these rules can differ for different cities.
5)     What facilities to consider before buying a plot or house in Rawalpindi Housing Societies?
·       Availability of water.
·       Availability of electricity.
·       Availability of Natural Gas.
·       Secure facility.
·       Approved by the concerned authorities.
·       Commercial areas.
·       Parks, Masjids, Playgrounds.
·       Gymnasium.
·       Nearby educational facilities.
The buyer must consider that the housing society is not built on the Railway Land, Evacuee Property, and Aviation Authority. Because a majority of residential plots are built on Railway properties that include a major area of Gulzar-e-Quaid and Shah Khalid Colony specifically.
6)      For investors:
What harm can illegal housing society can do to your investments in the Property of Rawalpindi?
·       An investor can easily lose all of his/her money in days as nobody would like to buy a plot in such schemes.
·       Government authorities can easily acquire these kinds of lands at a very low price leaving no margin of gain.
·       The authorities can also consider these kinds of investments as a way of whitening the black money and this can open up an investigation against investor which nobody likes.
